Why Koreans say it this way
Korean spicy levels: 안 매워요 (not spicy, probably still spicy to foreigners), 좀 매워요 (a bit spicy = very spicy), 많이 매워요 (very spicy = call an ambulance). Korean "not spicy" is famously unreliable.
