Why Koreans say it this way
Good weather in Korea = 한강 (Han River). 한강 치맥 (chicken + beer by the river) is the ultimate Seoul activity. ~ㄹ까? is "shall we?" and ~ㄹ래? is "wanna?" — both casual suggestion forms.
