Why Koreans say it this way

~ㄴ대 is how you report what you heard/read (indirect speech). 비 온대 = "(they say) it'll rain." 챙기다 (to pack/bring) is a mom-tier verb — 우산 챙겨! (bring your umbrella!) is Korea's most common maternal command.
